How many of the 100 most polluted cities in the world are in the United States?

How many of the 100 most polluted cities in the world are in the United States?

Is it rational when trying to solve a problem to tackle the worst aspects of the problem or to solve the most trivial?

Put another way if you have a hangnail and your house is burning down which problem do you address first?

If climate change is anthropogenic  and  if one nation appears on the top 100 most polluted cities  more often than any other,  which would make more sense, address the issue in a country that does not appear in the top 100 at all or address the issue in a nation which has the greatest pollution problems?
